The Capacity Investment Scheme (CIS) Tender 2 – Wholesale Electricity Market (WEM) - Dispatchable Capacity (Tender 2) will open soon. A Market Brief, providing information on proposed key design elements of Tender 2 is now available.

Tender 2 will seek to deliver an indicative target of 500 MW of four-hour equivalent (2,000 MWh) clean dispatchable capacity. Final tender design elements will be published in the Tender Guidelines which will be released shortly. Registrations and the tender are expected to open on mid-July.

 

Market Brief

The purpose of this brief is to provide additional information to assist proponents in preparing quality bids. We encourage proponents to read it carefully. Information in the Market Brief may be subject to change upon the final design of Tender 2 to be published in the upcoming Tender Guidelines and Capacity Investment Scheme Agreement (CISA).

About the Tender

Tender 2 will seek to deliver an indicative target of 500 MW of four-hour equivalent (2000 MWh) clean dispatchable capacity.

Registrations and project bids are expected to open on mid-July 2024.

Projects in Tender 2 must be located in Western Australia and connect to the South West Interconnected System (SWIS) as defined by the Electricity Industry Act 2004 (WA).

Projects must have a minimum storage duration of two hours, a minimum size of 30 MW and meet all the Eligibility Criteria.

A webinar will be hosted in mid to late-July 2024 to support potential proponents’ understanding of the tender, process and product. More information will be made available soon.

About AEMO and AEMO Services’ Role

AEMO and AEMO Services have been engaged to support the roll-out of the Australian Government’s Capacity Investment Scheme (CIS) as an advisor and tender delivery partner, bringing together our expertise in energy markets, modelling and infrastructure finance and procurement. AEMO Services is conducting the competitive tender process that will enable the Australian Government to determine which projects the scheme should support.

Our work will help the Australian Government secure reliability and security in energy supply for consumers across Australia. We will conduct a two-stage tender process, assessing overall project merit including social licence and financial value. The Australian Government Minister for Climate Change and Energy is the ultimate decision-maker, with a short-list of projects recommended to the Commonwealth for final approval.
